CLTS - Anyone Else Having Trouble Making This Work?

We are just piloting Community Led Total Sanitation (CLTS) in Myanmar and are finding that communities are not particularly interested. The problem is that we are contracted by our donor to carry out the program. Is anyone else having trouble making this work?
